It sounds like he is just pushing to include the exceptions that Democrats wanted to have in the original bill. These are good ideas, but by my limited understanding of that bill, the entire thing was disposable: it amounted to changing the terms under which people had taken on debt--a massive transfer of wealth from the poor to the rich.
